I find that "working software" is most often misunderstood to be "works according to spec". By focusing on value, we are focusing instead on the needs of the business and need to validate we are doing that, something that a test cannot verify. I'd assert that the value validation should be prt of the paln before we begin. "If we do X, we believe that we will get Y measurable outcome."
