I think you mean “business goals” are the foundation. Scrum purity doesn’t deliver those. Process isn’t the foundation. Process is literally the thing that should be evolving. Process improvement does not mean improving how we do the process. It means improving the processes we use. If you are focusing on how well the process is being done, you’re getting worse.
If you want to improve, you need to focus on shrinking batch size. When you do you’ll find you’re making an artificial distinction between the technical and process improvement. They are the same thing.
High performing teams can deliver working solutions daily. They do this to get rapid feedback. Every process must change to do that. They cannot do this with legacy “Agile” process taught by Agile Industrial Complex frameworks.
