The quality back pressure you’re looking for is “ownership of outcomes”. I’ve been delivering with continuous delivery for years. I’ve been a developer for more than 25 years. CD works much better. It doesn’t matter if someone uses the approach you are advocating if they don’t own the outcomes. If they do own the outcomes then CD delivers better results for everyone than what you are advocating.
